Title: Can I create a background map without having to load up a DXF each time?

Yes, you can load up the DXF and then convert the objects to lines.
Use View>Convert Layer and select Convert to Outlines
Then under Outline Type, select Line Type 1, (or 2 or 3.)
The only difference is that lettering is small with type 1, biggest with type 3.
Then save the conversion.
The lines will then be loaded with the rest of your model and provides a useful background.
